Abstract: With government decentralization and effective resource allocation in higher vocational colleges,secondary schools have become important rights and liabilities entities of higher vocational colleges.Based on discussing the connotation and elements of two-level teacher management in higher vocational colleges,this paper analyzes the significance to develop two-level teacher management and puts forward related strategies such as optimizing coordination mechanism,perfecting training system,establishing scientific evaluation system and perfecting incentive system.
